At this point, among the things that become the principle of an epidemiologist is concerned about effectiveness and efficiency of a health care program. Where is in an epidemiological do a study of the feasibility assessment of a health care through an evaluation becomes very important think to payed. In the science of epidemiology also prepared a set of methods for assessing effectiveness and efficiency of a health care program for eradication and control of a disease.

Becker (1983) gives an example of the evaluation method possible control to reduce the number of cholera incidents using cholera vaccination program, with PAB program and family's toilet. It turned out that this epidemiologic method provides a tangible result that the PAB and family's toilet program is very effective, since both are protection factor of cholera disease.

In addition, it has been known that epidemiological methods became the basis for preparing the work program based health data and facts. This is because the epidemiological provide basic data in accordance with epidemiological variables (person, place and time). These variables give directions to the eradication and control of PM (infection disease) and PTM (non-infection disease).

In this case, the role of epidemiologic methods also indispensable in conducting tests of significance on each of health phenomenon. This information is indispensable in the process of drafting a plan, which is then used as the basis for determining the priority problems. Once the priorities are set then the next issue is the determination of the destination to arrive at an action plan which will be implemented in the form of operational implementation. Overall this stage will then be monitored and evaluated so that it becomes a relentless cycle that is continuous (on going process). This is later known as Model-Based Planning Epidemiology.
